		<description>I wouldn&#039;t mind if someone else was doing this to me.  It harms me in no way, and in fact, helps spread my word.  Like I said, I would never use this for a site such as this one, it is more for squidoo pages to get backlinks and minisites.</description>

		<description>Why is everyone always looking for a way to rip off other peoples articles?  Come up with something unique and of value for your readers.  It&#039;s okay to get ideas from other sources but if you want people to value what you say then you need to be unique.  Just my opinion.

Think of it this way:
If you don’t translate it, people who only read English will never have the ability to read this content. Essentially you are helping the guy spread his word. You get the added traffic or whatever you are looking for, for the work done translating it (nothing is free). Second, I do make sure to credit the author, I do not give him a link, but I put his name down as the author.

As far as Google frowning on this: They state “Though we do offer a handy translation utility, our algorithms won’t view the same article written in English and Spanish as duplicate content.” Seen in their Google Webmaster Blog.

I am sorry for your troubles with content theft, you can contact Google and ask they are removed from listings. Or a better option could be to contact their hosting service. If they are a reliable host, they will often shut the user down, or threaten shutdown if the content is not removed.

And on your point about paying someone to write articles. I have done that, and basically had to rewrite them anyways. It takes the person a couple minutes to rewrite a translated article, but 20 minutes to write a poorly written article.
